Berlin builds. It was always built in Berlin. In the 19th century, in the Thirties, after World War II, in the Sixties, after the Change in 1989.
Today the most important building sites are at the Potsdamer Platz, the new government sector near the Reichstag and the Lehrter Stadtbahnhof (city terminal).

To reach the building sites:
Potsdamer Platz: Subway U2 or S-Bahn S1, S2 to Potsdamer Platz
Reichstag, Government sector: BUS 100 to the Reichstag
Building site Lehrter Stadtbahnhof: S-Bahn Lehrter Stadtbahnhof
I recommend to take the S-Bahn from the Zoo Station to the station Friedrichstrasse and there to change to S1, S2 to the Potsdamer Platz.
